Doesn't seem like enough info to make any kind of judgement call. Not sure why people are saying the CO was trying to get a high profile case as Lesnar states that the Canadian Authorities were very cooperative in resolving the case.
As for the metal tags, I have had them fail on me so I actually like the new ones better (wouldnt clip inside the housing). I always affix mine in the field and have never had an issue. I do know somebody that had one rip off during the trip to the vehicle and he didnt notice. He hit a checkstop and was asked where the tag was. There was eveidence that he applied a tag bUT no tag. The officer and him went back to the site, found the tag and he was sent on his way.
