IrfanView is a free and easy to use software app that I use.  Google it.  Simple, powerful and free.

or just bring up the picture... right click it and open with paint... itll have a resize thing up top.. if you want it half size of what it is type in 50%... if you want it 3/4 size type in 25%... its the easiest way ive found

Another good image viewer/editor is "Faststone Image Viewer" (<- clicky) 

You can crop, resize, adjust lighting, exposure, levels, colour, add text, arrows, etc all with just a right click.  Very user friendly and free.

MS Office comes with a photo editor, "Microsoft photo editor"

Also Windows Live Photo Gallery 2011 is a good program and comes with the lastest version Windows...
