Not sure if it is a universal thing amongst all of their stores, but Canadian Tire in St. Albert had a bunch of small tackle clearance priced. Mainly ice fishing lures and different jigs. 
Picked up a bunch of the Rapala jogging minnows for $2 each. 
Sneaky store had all of the clearance items located at the back end of th fishing aisles.
