I think just because you have a hole the size of a pencil I wouldn't count it as not expanded.  I think the skin can stretch and then retract to make it look like it has not expanded at times.  I also could be wrong as well but it was just a thought.

I think we could debate it till we die and never come up with the best answer.  All I know is that the critters I shoot die except for the odd one that gets hit wrong and no matter the bullet it is not going to make the situation any better.  What really is the right answer?
