This is good news.

No more ATT so does that mean when you buy a handgun at the gun shop you get to take it home the same day and no more waiting a week for a STATT?

Being restricted you'd have to get it registered to you but as soon as you have a copy of the reg. you're good to go would be my understanding. (once the bill makes it's way through parliment and the senate)
