Draw irregularities

I was reviewing some 2013 draw stats in an attempt to plan out this years draw applications. In some antelope zones, I noticed something odd. In three draw codes (803, 806, and 808) there were folks with a lower priority drawn (eg a P8 not drawn but all P7's and 4 P6s drawn).

Does anyone know how this can happen?

Could it have been that a P8 applied with a P4 lowering their priority, thus making them lower standing and not getting drawn?

That is quite possible. I haven't seen that in reviewing stats before.

The biggest draw irregularity you will find over and over is the first hand reporting of idiots.  Here is how it goes:  Talk to a person who hunts and they tell you the draw system is corrupt or not functioning properly.  You inquire as to what the problem was.  They tell you they applied for zone X for nine years and never got drawn yet their cousin/wife got drawn before they did in just four years!  About the time you are ready to call bullS*!t it comes out that they did hunt that species elsewhere. 
In otherwords they had second and third choices and did get drawn twice in the nine years but did not hold off the extra year needed to get their first choice.  Their close relative (sister who they married and now call their wife) did not make second and third choices and got the desired zone X.

My guess would be applying with a lower priority as well, although I've read some guys screw up their application also.  (not really sure what that would entail, but I'm pretty anal about getting my draws right).

One issue i have with the draw is how some guys will get the special draws year after year.  One individual has got the late season Cadomin draw 3 times now.  He personally told me this as well so it is not a rumour.  I congratulated him as he deserves that much but I don't agree with that at all.  Something wrong with the system there.  I wish I could have the draw just once in my life let alone 3 times

I think this happens more often than you think in these cases.  A guy takes a shot hoping the lower priority will get drawn with that person.  I have tried it when the lower priority is right on the cusp of being drawn.  Oh well, we get it the next year.

I know there are flaws in the system (and most of those are operator error but the guy will tell you a different story.  LOL)  but I believe we have one of the best systems out there, if not the best.

I called IBM/AlbertaRelm and spoke to a very friendly/helpful person there. Here's what I was told.....

There's two reasons we see this in the Antelope draws. The first one is if a non-resident applies on their own, their application will be rejected. Second case is where someone applies for archery antelope and trophy antelope AND is successful in one or the other. The remaining application will be rejected. In BOTH cases, the applicant's priority will increase.

I also confirmed, if an applicant applies with another individual, their application defaults to the lower priority (and will show as the lower priority on the report).

Those all make sense.  Good to see that the system is working.
