That would be preferential treatment.

There is less tags available to them, they have to go through an outfitter and they pay a lot more than we do.  Not sure that is preferential treatment.  Its unfortunate that an alberta resident cant buy one though.

The same non-resident can hunt the same species with an outfitter EVERY year. Once I get drawn in 134 for mule deer, with the numbers in the draw results, it will be 15 years before I get drawn again. Yes, 15 YEARS. 402 moose, 25 years. Less tags doesn`t matter, as the non-res can re-book every year.
 If the tags were available to residents, it would be a fine line to paid hunting. Which the outfitting business is for non-res.
