Are there many elk in wainwright? What are the chances of getting lucky (shooting a good bull elk)

Spent 3 days there and did not see an Elk or Track.  Not one person I saw had either.  I was hunting the bush stuff in the Annex where they suposedly are to hang out but with all the pressure they must have been off the base.  I hear it is tough to get on the Elk but I have also heard of some good ones in past year being shot so it really is a coin toss.  Better places to put in I think

Few years ago there was a big herd that was seen almost daily for a few days of the hunt.  50-60 head and a few raghorn type bulls. 

Some giants sneak around that country from what I've seen, but I've also seen guys who have hunted for elk for a week and not seen a thing.

There were a few cows shot last year while I was there (Muzzle and first rifle). You could see the trails and spots where they were feeding. From the guys I talked to, They didn't see any bulls other than a few spikers. I would look some where else IMHO
